HIV transmission from dried blood in bloodstream

Last Monday while traveling for work, I noticed a small spot of what appeared to be dried blood on the inside rim of my hotel room's toilet lid (< 0.5 inches in diameter). At the time I had some heavy chafing/friction burns on my penis that had not entirely scabbed over or dried out. If this spot of dried blood was from an HIV positive guest who had previously stayed in the room, could transmission occur if the open chafing/friction burn wounds on my penis accidentally rubbed against it? Basically what I am asking is this - if completely dried blood from an HIV positive person entered my bloodstream, am I at risk for infection? Does this scenario warrant testing? Thanks for your help, I have been worried about this all week.
