Can someone contract hiv if they performed fellatio on someone with a scab on their penis? what if the scab came off?

No risk. Saliva is not infectious. Also, even if the scab came off and there was blood consumed (Not that it's possible but considering hypothetical situations) consumption of infected fluid is not the right mechanism of HIV transmission, the gastric acid in your stomach inhibits the virus.
