Information about blood deseases

Hi, I've already asked a similar question on this topic but I just would like to understand the things clearly. My question is about the deseases which are transmitted by means of blood like hiv, hcv and all the others which are related to the blood. I know that if a person gets cut with a razor blade and then another person gets cut on the same blade there is no risk for hiv and almost no risk for hcv or hbv. But  I 've read of some people claming to get infected by sharing the needle for a tatoo...I mean, is it even possibile?Is not the blood quantity on a needle too little?How is different from getting cut with a razor blade?

What cases can be considered at risk for the infection from a blood borne desease?

We only deal with HIV in this forum.
Blood transmission of HIV in this day and age is unheard of.
