The reason why we won't recommend HIV testing if one doesn't have the slightest of HIV risk is simply because the result will definitely be a negative one, considering he/she doesn't commit any HIV-risky activities, namely unprotected vaginal/anal sex and/or sharing IV drug works with an HIV positive person. That simple.
But for psychological reasons some people need to get their "conclusive" result, and if that's the case then the test would better be undertaken at 3 months post-"exposure" to get the obviously negative result, and just once so as not to waste money. And ELISA is approved for use at that period.
Again: We DON'T recommend HIV testing for your previously written case(s)!
Think about this...if you had no risk how is any test not conclusive?
testing at 12 weeks post exposure is conclusive

You had no HIV risk to worry of and therefore need no testing.
