Question regarding Terms used

just wanted to know what does this statement means.
"The condom slipped during withdraw"; does this mean that the condom slipped after having sex?
also, if the condom slipped during withdraw, does it mean there is no risk in acquiring STD's?
also, if the condom slipped and the condom was hanging out of her vagina; does this mean the condom slipped during withdraw?
Just wanted to clarify these statements... Thanks in advance!

Sorry to bring up an old thread-
For somone who is un-circumsised, Is the not possible that the condom could have slipped all the way exposing the foreskin but not completely falling off?
And from what I read from the forums, Transmission can happen if there are micro tears in the forekin?

I am not trying to contradict the experts here, just trying to get some reassurance..

YES...it would be unprotected...but isnt that what i said in my condom lesson?

IF the condom was lost during intercourse, the condom should be inside the woman's thing and for her to get it out, she has to dig for it?  
this statement means that it is unprotected?

Hey, thanks for the clarification. Yes, I do agree with what you said regarding our second brain; also I would like to thank you for the answer but can i just ask another one..

condom slippage 101

for some reason...men sometimes "think" their second brain is larger than it really is and dont buy the correct sized condom.  therefore it is loose and can slip...or slide on the shaft of that brain.

during withdrawal...the condom can come off.  if it is hanging out of a woman's vagina...the condom was on the penis until this time...meaning that you were protected until you were OUT.

if when you withdraw and you do NOT have a condom on your penis and it is NOT hanging out of the vagina...it was lost during intercourse...meaning that you were not protected.  

during withdrawal...you should hold onto the condom so that it doesnt come off.
