How is a papercut NOT deep enough to transmit HIV if it comes into contact with a bodily fluid (ie:blood, semet, etc...) I am just wondering the biology of all this is all...

They would not recommend you to be tested.

So in the end, it's fair to say that a persons healthcare provider would not recommend testing for a situation like that?

You are wondering needlessly. You don't contract HIV from nicks, abrasions, or hangnails. HIV is transmitted within the body not when it is exposed outside it's host.
