It depends on the technique of the person giving the injection. Some pull back before giving the injection to see if there is a blood return, which would indicate a need to slightly reposition the needle, others don't do that at all (I don't).
Either way, for the reasons above...you will never get HIV from a medical procedure like a shot or having your blood drawn. Again, it is an irrational fear.

needles aren't re-used unless you live in Africa maybe.You're safe.
Health care professionals do not reuse needles and injection equipment.
For ONE, almost all of the products out there today are equipped with features so that the item can not be reused, secondly, no nurse is going to place herself at risk by keeping used sharps around, and third, it would be very hard, if not impossible to reuse a syringe, due to blood clotting...it would make more work for the HCW.

No risk.No cases of anyone ever contracting HIV from getting their blood drawn.
