Smaill, red, flaky rash in my inner thigh.

I am a sexually active women. I have had protective intercourse but have engaged in oral sex. Just about 3 days ago I noticed a small red flaky rash in my inner thigh. It has me so scared, I have called and HIV Hotline but they only read the basic information from the internet that I had already researched.
The rash does not itch at all. I have had ringworm twice in my life but this rash doesn't seem to (me) to be that of a fungus. I'm so frightened because I have read that HIV rashes tend to grow in the groin area and this is really close to that part. Earlier in the week I had felt a gland (I suppose) underneath my chin swollen and when I would press on it..it would hurt. I would say a month ago I fainted on a plane, and now the more I think about it the more scared I get. I'm afraid to get tested. I'm thinking of purchasing an HIV self test kit.
Does this sound to you like it might be an STD?
I am petrified...I cry myself to sleep. Look it's 3:40 am as I write and I'm up researching.
Can you give me some insight please? I'm scared.

I just came from the clinic and my HIV exam came out negative but, I was told to re-take the exam in 3 months. I also took a Hep exam. My results should come in 2 weeks. I am a bit relieved but still a little worried.

If all your anal and vaginal sex has been protected you've never put yourself at risk for HIV.
