Some liquid runs into my eye, Am I under a risk?

Yesterday,some liquid ran into my eye when I was walking in the street. I can't make sure wether people was blooding nearby. And It wasn't raining at that moment. If those liquid is blood, Was I infected HIV?

PS:These liquid is very small so that I thought it was raining, but after I made sure It wasn't raining, I started to get worried
