HIV risk through masturbation with no fluid

Yesterday I engaged in mutual masturbation with a male. I'm also male. We didn't cum but we were touching each other and masturbating for each other. There might be precum when I touched the other guy and then touched my dick. Is there any HIV risk ? Many websites say this is a risk. Should I get PEP?

Zero risk for you  -  because HIV is inactivated in air otherwise you would read about people who got it from toilet seats, food etc.
. Athletes don't get HIV despite colliding at high speeds and drawing blood for the same reason.
