All sites that order rapid HIV tests must certify to the manufacturer that they agree to comply with specific requirements and restrictions that the FDA has established for rapid HIV tests:

If you were able to purchase a test, my best is, the site you purchased it from is not following the federal guidelines.
Read the link I provided, it's very clear that sites that offer these tests are to be a lab, clinic, or other medical facility.

You can now purchase the OraQuick test online. It was "CLIAA" waived last year. Just search google for it and you will see numerous sources. They are not cheap. Hundreds of dollars for 25 of them.
I purchased mine from medexsupply and i know for a fact they are real because I saw the result turn positive for someone, which was confirmed with a blood test at a local hospital.
