This may sound different, but please bare with me.
Lets say a man ejaculates on the body of a woman, then 5-15 minutes later another person then licks (takes on tongue, and possibly swallows) the semen. Does this post a risk to be infected?

No because hiv is unable to reproduce outside its living host it becomes inactive and therefore unable to infect.No risk of hiv infection from what you described.
