blood test

Has anyone in this world ever got infected with HIV after a blood test?
I'm from Viet Nam and I got a test this morning, everything was clean but after the nurse rubbed my arm with the cotton, she used the scissor to hold the cotton, after drawing my blood, she reused that cotten to put on the spot where blood has been taken from. I held the cotton for a little while before throwing it away. I am wondering if the cotton could get someone else's blood when it was "waiting" (help by the scissor) to be put on my arm again. If it did, was it a risk as well?
