You are indeed correct with the mentioned situations, which takes longer for HIV to detect than 3 months.

No it isn't clear and it isn't correct either. People on chemo, or antirejection drugs for an organ transplant or chronic IV drug abusers my take longer than 3 month.
I said there is no possibilities beyond 3 months time to have HIV test to be false. In any circumstances beyond 12 weeks nothing can alter an HIV test.
Is that clear?
I am only saying the LAB based test not any rapid HIV test. Hope this clear the doubts.

HIV testing are fully automated. Other than sample collection fault or delivering fault to lab, there is no chance the HIV results are going to false after 3 months. Not all HIV tests are "fully automated".

We do enormous testing to our lab, and we only focus this 2 factors.
Metabolic Syndrome will not delay seroconversion. 3 months post exposure will be conclusive.
