no risk or low risk?

sorry vaginal fluid inside condomm via hand to genital is it risky behavior?
should i take  test?
I ejaculated inside that condom could hiv travel by my urethra?
why in somoe posts  the answer its zero risk and in others tha answer is zero ?

No HIV risk and hence no HIV test is required.

greetings from mexico do you think it is a semantic reason that  in some posts  Dr hunter wrote the answer its zero risk and in others  very low close to zero ?
