Merck Manual RECOMMENDATIONS for oral sex

There is a section titled "Strategies for Preventing the Transmission of HIV".....in regards to oral sex, it says  "If engaging in oral sex, withdraw before ejaculation. Avoid brushing teeth for several hours before and after oral sex."

Are they saying that they don't regard pre-ejaculate as infectious?  Thank you.

oral sex is not a means of contracting/transmitting hiv regardless of whether ejaculate or pre-ejaculate is present.

the mouth contains over a dozen different enzymes and proteins that inhibits hiv.

Whatever they are saying, pre-ejaculate fluid is infectious.  Semen just has higher concentrations of the HIV virus.
