Heart Function Rate

My dad, age 69 was operated for Angioplasty in 1999. He was doing well with proper medicines & regular check ups until recently, when he complained of some cough & stomach pain (moreover tightness). After being admitted doctors have confirmed problem with liver & low heart functioning (they say 15%)...

How is this 15% measured? Can we improve upon this? How many years can a patient live with 10-15% heart function? How to handle such patients in terms of exrercise, medication, daily routine, etc.

They basically take the volume of blood in the left ventricle, wait for the blood to pump out and measure what' s left behind. subract one from the other and you know how much was pushed out and this is turned into a percentage.
