Resting heart rate

Hi guys, my resting heart rate is 115 and fluctuates though out the day anywhere from 80-120. I have had ECG done and and an ultra sound ECG .  I've had other test for my thyroid and 100"s of other things. My question to you guys is I haven't exercised in a long time and I know I'm deconditioned, if I start to work on my card will my heart rate start to come down? Right now I'm veryntired all the time and a little dizzy. It's hard to just fall asleep too with the resting heartbeat being high.

Any exercise ideas or ideas in general???
