This is absolutely NOT normal. This is called Lhermitte. It’s not a symptom of vertigo. It is a separate symptom from vertigo. But, both vertigo and Lhermitte paired together nine times out of ten is a tell tale sign of Multiple Sclerosis. You would need to see a neurologist to further investigate these and any other symptoms that may be occurring. My response is late, but I’m respond because there will be other people who come across this post with these symptoms and need to be pointed in the right direction.
It happened to me more than once and every time it tends to go away after a week or so. It’s not really palpitations but more like an electric shock? A spasm? Anyway I found out that the eyes and ears are intimately linked. When I spend way too much time in front of a screen it tend to happen to me. Also when I have the flue.

Never heard this before, that's a good thing for you. Id say the only way to find out if its a cardiac issue would be to go to the doctor, request an ekg for palpitations and move your eyes around a whole bunch when they push the button.
