Do these test results 100% rule out a chronic carrier

Had relationship with this girl from April 20th to July 1st, I became ill on June 16th, was diagnosed with only the IGM surface core test acute stage, all other test negative, The dated me as infected on about June 1st. This was my only sex partner, other than that I have no clue how i could have been infected unless dirty glass from bar or toilet. My guess is she has it but serum low and not showing up on test. Below is all the test she had to date, does this 100% rule her out as a carrier?. If not what other test are recommended, I have detailed her test results as they clinic documented them exactly as written on chart.  Does the quantitative test being low at 9.9

HBsAG Screen                Negative
Hep B Core ab  Tot           Negative

Those results are 100% no hbv carrier.
Is this result for anti-hbs is in IU or its just qualitive result ? If it's in IU, she may think about taking boosting vacaccine because anti-hbs load is low. Especially if you live in a country with high hbv prevalence.
