Shaving Irritation or Herpes

About 4 weeks ago I shaved my pubic region.  I also made out with a girl who has genital herpes around the same time.  Ever since I have developed small bumps on my upper pubic region and one or two occasionally on my shaft.  They look like pimples and will occasionally have a very small white head. Some days the bumps are pretty flat to  the skin while other days they will slightly raise (this is when the white heads form).  Is this herpes or do  I have skin irritation from shaving and these are ingrown hairs?

This was not a risk for you, plain and simple.

No sex, but I did finger her. I'm just paranoid right now

What do you mean by making out? Did you have sex with her? Genital herpes is an STD and requires sex (skin-to-skin genital friction) to transmit. Obviously shaving can in fact create symptoms just like you've stated.
