redness on lip but no blister ... herpes ?

hi,
I'm concerned about possibly having herpes but my symptoms are irregular so I don't know what to do---!?  I have a red area, about 1 cm in diameter just below my lower lip (crossing over onto the lip itself), it's irritated and painful and also my lips are quite chapped.  I've had this for about a day already, and the red area is also chapped, but there are no blisters formed, no pus, etc. -- none of the nasty things you see in all the herpes photos.  But I've read that sometimes redness and irritation proceeds the actual blisters?  Or that sometimes the area can be irritated without forming blisters, but it is still herpes?  So my question is, about how long does it take, usually, for the redness to progress into a blister?  The truth is, I made out and performed oral sex on a new partner a couple of days ago so I am very concerned, but I don't want to confront her about it if it is just random irritation or a chapped lip from the cold weather...!

Hi Grace, thank you so much for taking the time to help-
my problem is, I'm living in a foreign country and I'm not sure about testing procedures etc.- if it persists I will get tested, but I just need as much information as possible, you know? I'm really freaking out!
Currently the red area is still flat.  How long does it usually take for the redness to progress to the blister stage?  I read at one online source that blisters usually form within a few hours, but I don't have any way to confirm that!  
Might the redness also persist for a day or more before blisters form?

You have chapped lips, no reason to assume this is herpes.

If you've never had a herpes blood test before to know your status, why not get one while it's on your mind?  If you think this is more than chapped lips, see your provider for a lesion culture and typing.
