Could this be herpes Simplex 1?

I had a boyfriend back in Febuary and he was a youth pastor. We didnt have sex but we kissed.
April 12 I noticed some pain in my mouth and I thought it was pain from my wisdom teeth being romoved.
I went to the dentist and he said it was canker sores, but it was a huge cluster of them.
He gave me some mouthwash to numb my mouth to help me eat and not to be in so much pain.
I got too the point where it was too painful so I went to the emergency room, they gave me steroids ( Medrol dose pack). I took those and they worked! But then a week later they came back, so I endured until i couldnt anymore.
Then they came back after that dose. Then again I went back, and then they gave me more medrol. Went away, then a a day later it came back. It is now August 18th and the sores fully havent went away. They go away and then come back in different places. Could this just be a long outbreak of herpes?

Idk, I just freak out because this never happened before I met my ex bf. I thought a first outbreak would last more than 2 weeks...idk..

On this website in the Dr's forum a Dr has stated that any symptoms that last more than 2 weeks would not be herpes.  I have also read that herpes sore do not show up inside of the mouth.  

If your dentist and emergeny room Dr's didn't think it was herpes then why do you?
