A new infection remains possible. For example, if you had both HSV-1 and HSV-2 (perhaps going back for several years) and he had only one of them, he might have recently caught the second virus.

With these pretty severe symptoms, this sounds more like a new herpes infection, not a recurrence of previous herpes. Maybe your partner previous had HSV1 and now caugth HSV2 (or vice versa)? Or perhaps something other than herpes is going on here. Are you and he seeing a doctor or clinic? What do they say? If not, you both definitely should see a doctor ASAP for examination and testing. This situation is much too complicated to sort out online, either on this forum or anywhere else.
Good luck with it.
I forgot to mention he also got cut on his leg on the same side as the swollen gland near his ankle at work the day beffore the swelling occured so im curious if thats a possible culprit.
