IF I have a tiny lesion on hand that I think may be herpes, if someone touches with their finger can it be transmitted and will they break out in that area.

Why are you waiting?  Call your doctor today.  If you have time to post in the internet about it, you have time to call your doctor.

Thank you for your comment. Yes, I intend to see a physician but of course I haven't had one since I made that decision. Waiting though. I need to put my mind to rest as I have grandchildren and I don't want to give it to them especially with it being on my hand. God only knows how many times they may have touched it without me being aware that this is maybe what it is. Have a good day.

If you  have a lesion on your hand that you think is due to herpes - you need to go and be seen and have it looked at promptly.

If someone else touches it and their skin is intact, they aren't likely to contract it if what you have on your hand is even due to herpes.
