2 Possible false negative Herpes tests?

About 2 years ago I had unprotected sex with an ex girlfriend and was told around 2 months later that she tested positive for herpes. I got myself tested around 4 months later, HerpeSelect Igg test, and it came back negative. I then retested myself, because I heard that it might take as long as 6 months to get an accurate Igg test, at 14 months later. That came back negative. I just recently got a rash on my glans with a couple papules that stuck around for around a week then cleared up. The papules looked and healed like how I've read a herpes outbreak progresses.  Is it possible I got two negative tests? I also read it could be a yeast infection, and my current girlfriend of about 9 months just had a yeast infection about 3 months ago. I am uncircumsized and believe that increases my chances of getting a yeast infection.

the Ashastd website and cdc suggest 12-16 weeks after exposure will give you a accurate herpes test.
