Herpes? Crusty Scab

About 2 days ago, I noticed about an inch long and somewhat oval-ish sore? I guess you could call it. It felt like irritation burn or rug burn. Earlier today, it felt a little scaly, and now there is white crust on top of it that is kind of hanging off. Does this sound like herpes? There may be a few small dots forming but that could just be part of the crust.

I understand herpes is supposed to blister, pop, then crust over right? This isn't painful and was only painful right when I realized it (the rugburn feeling) and was only painful when it rubbed against my underpants. I'm thinking maybe a genital wart? It is really odd looking and has grown so in only about 2 days. I was tested for herpes and tested negative but feel it could have been a false negative. I've been feeling symptoms (discharge, a few bumps on different spots of my penis) for around 2 months now. I had syphilis but that has since been treated. I think I'm going to go to the dermatologist tomorrow but I wanted a second opinion on to whether or not this sounds like herpes.

odds are this isn't herpes. follow up again with your providers as needed for better answers.
