Herpes IgG blood test?

2 days after having sex I developed symptoms on my penis and my lips started feeling dry. The symptoms on my penis really looked like a candida infection: red small dots, red skin, inflammation, a bit itchy. I put Clomatrizole cream for a few days and it went away, but it came back a few times, so I put the cream again and it went away again. I wanted to discard anything since I had symptoms (dry lips) on my mouth too and that hasnt gone away after 2 months. The girl and I weren't much sexually active before but she mentioned she had been with another guy like 1.5 month before that. I still took a herpes test after 2 weeks after our encounter and I got 0.14 for herpes type 1 and 0.1 for herpes type 2 (I know I should've waited longer but i wanted to know if I had something before that). She took a test 3 months later (after her time with the previous guy) but it was on a different scale and it said 0-20 was negative and 30+ was positive and she got 6 on herpes 2 and 34 on herpes 1. A week later she took another test but only for herpes 1 since it was positive on the previous test and she had 0.1. Does that mean we're safe? Or are another tests needed? Thank you
