Could these symptoms be herpes?

I'm a bi male with a female partner. Over the past 4 years I've been tested 3 times for STDs always with negative results. About 3 weeks ago I noticed a strange prickly sensation below the surface of the tip of my penis. It would come and go for days, especially during erections.
A few days after that started, and more than 2 weeks ago I received oral sex from a man. Yesterday I noticed a smaller blister on the shaft of my penis. And some little white spots, almost like hair follicles from when I shave. Im always safe about selecting sex partners, but I'm freaking out thinking this might be herpes.

It doesn't sound hsv related but i would see a dr or dermatologist for a proper diagnosis. Most std tests do not include hsv. Are you sure yours did?
