Herpes or something??

I have this red patch on the shaft of my penis that never really goes away and have had it for years, its about the size of a pencil eraser.  Some days it is very light (reddish brown) but still visible and other days it is irritated, itchy and much redder.  It tends to be the worst when I get sweaty or sit for long periods, and cant shower right after.  I have been prescribed Lotrisone and also clotrimazole and Betamethasone (I think they are the same thing).  Both creams seem to help reduce the irritation and itching but the red patch never goes away, otc antifungal creams have not worked either.  It almost looks like it is under the skin as the skin is perfectly smooth, I have never had any blisters, cracking or pain.  What could it be?

this isn't herpes since it never goes away.

continue to follow up with a dermatologist as needed to try to get to the bottom of this.
