PLEASE HELP ME

I do have protected sex but not oral.i dont go down i recieve. my symptoms are very weird i had 5 or 6  raised bumps on my skin of my scrotum with was very itchy on tingle, then penis started to have lumps under penis head which when i touch it i would get a sensation or tingle. which i also scratch n have black heal marks. i know what blister looks like and there not i can squeeze them all day and it has no fluid but only itch very bad, Even worse i itch all over my body. no urination problem no discharge just ITCHY AND TINGLES I. i suggested genital warts due to the clustered raised lumps, then scabies for itchy. but not herpes because i have no sore on lips or mouth and no blister or ulcers

odds are this is a fungal infection aka jock itch. being seen and getting a proper exam and diagnosis is the best course of action. if you don't want to be seen now, pick up an otc jock itch cream at this point and use it and see if that helps.

i wernt be seen by a doctor because i have to wait to fly back to the u.k and when you say herpes doesnt jusr itch n tingle r u suggesting its a high possiblty

You should be seen by your provider for a proper work up.  Herpes doesn't just itch and tingle.  Be seen to have your symptoms looked at.
