Penile discharge

I have read there can be discharge from herpes.  2 questions:
Will you have this even if your penis isn't involved in an outbreak?   It seems it would be due to urethral irritation.
Also, what does the discharge look like?  Color, consistency?  Does it look like precum?

I'm not sure I understand what you are asking about. You wouldn't have discharge from your thighs without obvious lesions present there.

Would the lesion have to be on the penis or in the urethra or could it be anywhere (thighs for example)?

Discharge is mainly with females and not males. If you do have discharge from herpes, it would be clear and only last while you had an active lesion present .
