Possibly herpes?

My HSV 1 and 2 came back negative after I thought I had oral herpes. By the time I saw my GP I had no visible signs of the rash on my lips which I thought may have been chelitis. My GP gave me meds "just in case" it was herpes and I didn't take them since they cause dizziness and I already have vertigo. Didn't want to take a med on a just in case basis. About 10 days later I had oral sex performed on me and we made out just prior to him starting. Now I have small round red spots on my clit and on the hood. The spots on my hood were previously white/pearly but not fluid filled then they became like tiny pink ulcers. No bleeding, no pus, no pain, no burning, no tingling, doesn't hurt to pee. Is this definitely herpes though? My GP said no after I showed him pics but I don't believe him. Could kissing and then oral immediately give my partner herpes and then transfer it to my genitals even after (if it was) an outbreak had cleared up?

Ok so I got the results and it was negative for herpes but positive for BV. Not sure how accurate it is since my "lesions" were already a few days old when swabbed. I'll get another nlood test done in a few months to be sure.

Did you get a blood test or  a swab test that showed negative?

It was just the blood test. I'm going today to hopefully have the area swabbed.
