Small painless bumps on upper lip. What are they?

I first noticed these about a week ago. They haven't changed over the past few days, and aren't painful. I've attached pictures from over the last few days. I cannot figure out what they are.

Are these cold sore blisters? Or Fordyce spots...or something else? Wouldn't a cold sore rupture and be painful after a few days?

Any help is greatly appreciated. I've been staring at my mouth in the mirror for the last week and its driving me crazy. Thank you.
