To tell or not to tell?

I've always told presex partners that I have herpes.. many people I know wait until they have an outbreak or wait until the condom drops.  if  a guy drops the condom without warning, is the girl responsible?

condoms are only about 30-40% re3duction in transmission of genital herpes. Folks can not assume that making a partner use a condom is "good enough" and not talk about their herpes. It's something that should be brought up before intimacy as well as discussing partners going for testing for std's too.  

If you don't tell prior to sex and you transmit the virus, your partner has every legal right to take you to civil court and sue you because of it. It's just not worth the hassle of not bringing it up before sex.
