I noticed them this morning when i woke up. Months ago i had unprotected oral from a stranger that lasted no more than a minute. I got tested for stds a few weeks later tests came back negative then yesterday i masturbated for over an hour before i ejactulated and this morning i noticed these tiny bumps and penile head feels moise what could this be?

Cortizone? You should get a doc's advice for that maybe. Steroids can cause all kinds of problems if used incorrectly.
Look like normal changes to the skin due to time or irritation. Your body does change with time too.
