Red spots that do itch

I have red spots that do itch and cause pain since January of this year that won't go away. I have tested 4 times negative for herpes at over 6 months. They did a pcr blood test negative as well. Could this be herpes or something else. I'm tired of testing these tests should be accurate enough that I shouldn't need 100 tests. The spots are flat and there are also tiny bumps all over and penis seams really reddish. This won't go away what to do.

It's definitely not herpes. Herpes would not last this long. Not gonna happen. Have you visited a dermatologist?
