You won't get herpes from a handjob - it's safe sex. The chance someone actually has herpes whitlow to begin with, and transmits it to you is incredibly small. You have a better chance getting struck by lightening.
From what I'm to understand, only if they have herpes whitlow (which is just a herpes infection of the hands from touching an active infected area of herpes) or if they touch an area of active infection and then perform the handjob.
So, considering that, your chances are very, very, very low if there were no obvious signs that either of the things I described were the case. Like, I would seriously not even put you above 5% chance of having it from that, and that's the HIGHEST number I can think to give.
