I have bumps underneath the skin of my shaft and it's not an STD

I have liked 4-5 bumps on my shaft but it's underneath the skin of my penis but the bumps are located were the penis head and the shaft meets it hurts when I apply pressure to it , it's not the skin because the skin moves over the bumps , I know for a fact it's not an std ... Please help
