Large scab on penis

I am an 18 year old and I am having a problem with a scab on my penis.  It's on the shaft, I guess around where my circumcision was, I don't know anything about that though.  I've had this problem a few of time over the past year or two.  It's always been in the same spot.  in the past it came up for anywhere from a week to 2 months before fading.  I do masturbate but not very regularly and I always use lubrication.  It's worse than ever this time and i've had it for at least 2 months now.  i've tried not masturbating for a few weeks, i guess it would help to stop all together.  I have tried putting a band aid with neosporin on it and after a few days it starts to look okay but it always shows up after masturbating again.  It scabs up if i leave it alone without a band aid for a few days and after masturbating its red and sort of scaly looking and it itches sometime.  I have not had sex but I have been active enough to contract something although it was only with one person who had not had any sort of partners before.  so i doubt it's an std but you never know.  so sorry to type a novel, but i'm getting worried plus this is just really annoying to have and it looks disgusting.  any advice to get rid of it would be awesome as would a red flag if this is a serious problem.  thanks!

Should i continue using neosporin and/or band aids?

Hi,
   Try cleaning the area on a daily basis, and always after masturbation, and keep the area dry. If you are doing it already, then see a doctor to check out if it is some sort of yeast infection.  Also, I feel smegma can always form even though it may not accumulate since you are circumcised, so regular cleaning is essential.
