Please help

Please someone help out....
I'm 24 years old. It started off with small discomfort pains in the tip of penis. After that I noticed it swelling after masterbating. After that my urethra started to bother. I went to doctors and they said they didn't notice anything I tested for for herpes and came out negative tested also for gonorrhea and chlamydia and also tested negayive. I went to urologist and he said everything looks normal I told him some of my symptoms like small drippings after urinating and discomfort pains in tip of penis and urethra. He prescribed me doxycycline hyclate and then went back for a cysto. He said everything looked good inside. Then right after I got this constant itching inside of my penis head and down my urethra.the urologist had also told me to get back on pills. Now I'm back on the pills and the itching is not as bad anymore. But now I'm noticing tiny small red dots and dry flaky staffing skin on the tip of penis. So please someone help. What is this?
