Red Spots on Scrotum, with Scaly Skin that Flakes

Hello, I've had this problem persist for about 6 months.

On my scrotum there are red spots on my scrotum. The spots will form a layer of flaky skin over them that you can peel off and if peeled off the red spots are raw and tend to be a little painful.

Also, there are tiny, tiny bumps all over the beginning of the shaft of my penis, they look like very small pimples that can be popped and produce a white substance. I don't know if this is unrelated but that's another problem.
