Red and sore skin on penis head

For about the last year my head on my penis has been sore. The skin is shiny looks real thin and is red. There is some soreness on the shaft but the skin does not look like the head. I have had a Derm tell me it was a reaction to soap so I have been using a Derm soap. It also burns after sex or masturbation. I have tried creams and keeping it dry and clean and there is no difference. I am circumcised.  I have never had anything like this in my whole life and I am 49 and a diabetic.
Got any ideas??

Hi Saxman, Are you controling your diobetis with a diet or drugs, if its drugs then get back to your doctor and get them changed, these can give lots of problems to the p***s and also cause ED, for me best bet, doctor.

well this is simply diabetic issue. your diabetics is not letting your penis to be healed soon. ask your doctor about this.
