Red rash on penis and scrotum

Hi, ive had a red rash that started on the side of my penis head. It is now covering almost half of the head and has spread to the scrotum. It is not on the shaft at all.

It started with a tear under the head of the penis. I put neosporin on thinking it would help, but after a few days i woke up and the edge of the head had become enflamed and very itchy. I stopped putting antthing on for a few days and it seemed better. I applied some more neosporin before bed and the next morning it had gotten worse.

At first i thought it was an allergic reaction and stopped using it. Now a week later the redness has spread around the head and to the scrotum.

The red rashy parts were very itchy at first but now arent really itchy at all. The tear refuses to heal as well and skin around it is white and firm.

I cant see a doctor now and would appreciate any help. Thank you.
