Red bumps in the lower abdomen region could be a whole range of different things. It's hard to say just from your description. A doctor would be your best bet.
They could just be harmless ingrown hairs or pimples. Worst case scenario (and it's frankly not that big of deal if it is), could be herpes, but those typically burn and itch (and being as high as your belly button seems too far out of their normal range). Herpes tends to cluster in groups (they'll also be more superficial than pimples and emit a clear fluid), while pimples tend to be more scattered, are deeper set in the skin, and when they form a head, are filled with pus.
If you're really worried, a doctor could tell you for sure and even run a test for herpes (if one of the lumps were to emit fluid - otherwise, they could do a blood test).
But if they're not itching, aren't grouped together, and aren't filled with clear fluid, then it's likely just some ingrown hairs or pimples.
