Itchy white/flesh colores bumps

Hi, i first noticed these white/flesh-colored bumps about 4 months ago in my groin area there was only one so I thought nothing of it but now its on my penis, scrotum and i had one on my lower abdomen. There are about 20 of them, they do not hurt or itch, I tried to pop one and it took a lot (and i mean alot) of pressure to get it to pop and it only popped out a little small hard white substance, it then got bigger and turned red so i stopped messing with them, also they seem to suppress (go away) but not all the way and then they will come back. What are these and how can I get rid of them, By the way I have been sexually active but not for a while (6 months or so)
