Swollen Circumcised Penis (It's painless and I have no problem urinating)

Dear Doctor,

I have had sex with only one partner for the last year, I am very hygenic, and have a circumcised penis. Sunday night I masturbated, I made my penis enlarge more than its normal size by jelqing and I can say it was a bit rough. Monday morning I woke up with no issues. Monday night I went to bed, and when I woke up Tuesday morning, I saw that the "neck" part of the penis, i.e. the 1-cm/half-inch/1-average human thumbnail sized area right underneath the "head" was swollen. It was covering that neck area only (not the glans, not the whole penis body) just like how a thick scarf would cover a person's neck. Feels like a sponge when I squeeze it. I didn't do anything the first day (Monday), but today (Tuesday) I did the most amount of research I could, applied sugar with a hope to draw out the water due to osmosis, and ice, and a topical steroid (Brand name: Cortizone 10, contains 1% hydrocortisone). Didn't help. Tried "squeezing" the swollen tissue, didn't help. During the day I felt slight pain in the pubic hair area above the penis and below the belly button. Otherwise no pain. No problem with urinating.

Couldn't find a way to upload a real picture, but it looks very much like paraphimosis. However as I said, I am circumcised.

What do you think the reason can be? Right now I don't have health insurance, so would not to go to the doctor. Please help me.

Addition: No weird-colored liquid leaking from the penis or anything like that. Really only a swelling. Thank you for the advice in advance.

Maybe try warm water compresses for about 20 minutes a couple of times a day. Hopefully that will allow the body's natural system to drain the fluid. If it stays more than a couple of days, you'll need to see a medical professional. There are ways to get help with little to no funding. Look for them in your area. Good luck and please let us know what you find out.
