I have the same problem, my problem is also recurring and it will seem to heal and then when I have sex with my wife it comes back, it is very annoying, I have had STD checks and it is not that. I noticed that the skin in that area is a different colour, it is much paler. I suggest you use vaseline and nothing else, I have had this problem for 4 months now, it is very annoying, I think I will have to abstain from sex for a long time, maybe 2/3 months to make sure it goes away. Good luck.
I found a couple of sites that have information about something called Thrush, this is not an STD

It's actually very straightforward. These are simply areas of skin that have gradually weakened via friction/pulling/stretching over the years, usually more due to masturbation than sex. During sex/masturbation the friction simply reopens it and weakens it even more. I have one myself that always cuts in the exact same place more often through masturbation.
You can prevent this by masturbating using the thumb and index finger on the top of the penis, reducing pulling and stretching of the skin below. There's not much you can do to stop it during sex though. Lube may lessen it slightly but only slightly. Once an area weakens like this you're pretty much stuck with it.
After being seen by a excellent dermatologist, he has said that it is Very common in men over 40 and that is a nuisance more than anything else, Lube Lube Lube during sex and masturbation. A lot of times it is more like a crack than a cut.
