I had spasticity in my feet which made them hurt to stand on - felt like I was standing on rocks!
I agree with Lu that it's tough to offer advice with such a brief glance at your situation, but I'll try, anyway!
I don't have MS. I have Lyme disease that went at least 1.5 years undiagnosed and thus got rather ugly on me.
I too suffered from heavy limbs, and often described it (in my head or to anyone who would listen) as "legs of lead" or "dipped in concrete."
I found that vitamin D supplements helped a good deal to alleviate this symptom. Lots of people have low vit D, and people are constantly trying to link it to one condition or another. I know my level was very low (don't recall the units, but I was in the single digits and the low end of normal is around 30, I think...) on two occasions as tested by different labs.
I take a very inexpensive, store brand d supplement. I started with 400 IU per day, and worked up to 1000-2000 IU per day. It didn't clear up all of my symptoms, but was a big help in getting rid of the sensation of extreme heaviness.
