As you have said earlier--you feel it is a nerve issue--and since it cannot be diagnosed on net--am writing the same thing again and again. When you meet your doctor, you must ask regarding the points I mentioned. Vitamin B 12 deficiency hits tongue and lips very early and causes tingling and twitching by affecting the nerves. Low iron and potassium affects in a similar manner. Sometimes eating a banana (rich in potassium) everyday helps. Stress is another major cause and doing yoga, deep breathing exercises everyday helps. The next important cause is irritation from things I mentioned. ALS is also a possibility but if you have have complete movement of lips, it is less likely. It can be benign fasciculation syndrome if all causes are ruled out.

Tingling and twitching of lips could be the side effect of any drugs you could be taking. The symptoms could also be due to anxiety. Contact dermatitis due to coming in touch with spoon, glass, food, tooth brush, plastics, toothpaste etc could be another cause. Low calcium and hypoparathyroidism could be the other causes. Vit B and iron deficiency too should be looked into. Undiagnosed diabetes could be another possibility. Alternatively hypoglycemia too can cause tingling and twitching. Dehydration and electrolyte (sodium, potassium, magnesium and calcium) imbalance too could be a cause. It is difficult to comment beyond this at this stage. Please discuss this with your doctor.
